PC startup problem??

I recently built a new pc which has the gigabyte X58a UD3R v2.0 MB and a I7 950 processor.
I have noticed that if i leave the power switched on at the wall it will boot up with no problems, however if i were to cut all power to the powersupply and then try to startup the machine tries to start then shuts off then powers up, then shuts off etc..
Is this a common thing for these Gigabyte boards?

What you are describing if I have understood correctly is the capacitor (think a kind of battery) being depleted of energy. You would have noticed that when you power off at the wall the LED on the motherboard stay on. That is because the caps retain power, which is why the board will try and start up if you press the power on switch. It will not succeed of course. :D For that you will need the PSU plugged into the mains and switched on.
