PC takes 2-4 attempts to boot

I changed the case over today and reseated the cpu with a fresh layer of arctic silver but when I try to boot up it starts and stops around 2-4 times before it boots.

The fans make noise as if it's booting then switches off and automatically restarts.

Any ideas?

I've tried reseating the ram, cleared cmos, unplugged all but the c drive and checked most of the cables.

I'd immediately think it was the psu considering it's age but it worked fine just before I swapped the cases so it's too much of a coincidence for me to think that.
 
I had this exact same problem with my Asus Z68-Pro and never really bothered to sort it out untill my PC started booting to black screen (No bios screen shown) and so brought a new Bios chip, whacked it in (Wrong way at first :D ) but once it was in the right way I haven't had the problem since however this was only about 5 days ago yet every time it boots without restarting unlike before where it would reboot 2-4 times every time, Try updating the Bios or grab a new bios chip if your Motherboard supports it.
