PC takes ages to BE ABLE to boot

I'm posting this for a friend, but I'll try and keep an eye on it ...

It's a strange one! The PC takes 10-15 minutes to be able to boot after being turned off at the PSU. This morning it wouldn't turn on even after being normally powered down the night before (not turned off at the PSU). After turning it off and on at the PSU, it booted again after 10 minutes or so.

During the 10 minutes, there's intermittent sound from the speakers and lights on the card reader. After the 10 minutes or so, the PC boots fine and is stable.

Spec: Asus P5Q-E, E6300, 1 stick (generic) DDR2 - 1Gb, ATI 4870, 550W (generic) PSU.

To me this would appear to be some kind of capacitor issue and probably PSU related, but he's taken it to a shop and the PSU has been tested and is working fine. Is there anything mobo related that could be causing this (it's brand new)?

PSU. Even if it was working fine when it was tested, your friend's PC might draw more power than the test system, especially the 4870. PCs draw lots of power when they're first turned on and everything powers up, so it might be overloading the PSU. Maybe the PSU needs to cool right down before it can handle the startup load of the system?

In any case, running expensive/high-end hardware such as a 4870 off a generic PSU isn't really a good idea. I bet that PSU can't deliver anything like 550W, and if it goes bang it might well take the whole system with it.
 
Do you have a surge protector? Some PSU's have a safety mode which will shut them off for a while if the power they are being supplied with is dodgy.

However as it's just a generic PSU this is less likely.
