PC to CRT: flickery image

I wasn't sure to put this here, graphics or monitor forum...
anyway:

I have the following hardware:

* ATI 9800 128mb with VGA, DVI and S-video outputs.
* on board sound
* CRT TV with Scart
* S-Video/phone audio to Scart (image below)

using the S-video output to the TV produces a very flickery image and no where near as good quality as direct from my cable box.

I'm not expecting to compare with the detail of a monitor, just for it to be smooth like the tv is with my dvd player, telwest box, vcr etc.

theres no flicker if I turn the saturation down to 0 (black & white)

I thought it was to do with dodgy cables or perhaps I need to force my video card to output to a more tv freindly resolution and refresh rate

* Am I using the best cables?
* Do I need a special video converter box?
* Is there software for tweaking the video output?

unfortunatly it never works that well, in my experiance i would say outputting your pc to a tv is useless unless ** tv has s-video or a vga input. I would recomend turning ** refresh rate as low as poss
 
Check the settings the card is using for the output, assuming you are in the U.K. and using a UK TV you will want it set to PAL-I
