The card is at stock speeds. It's about 20cm away from the PSU. The way my case is designed the PSU sits on the bottom in its own compartment with a gap for the cables.

There's nothing wrong with your case, your fans or your PSU. Your GPU's cooler is not seated properly but don't go near it yourself just RMA it. Buy a 10 quid card so you can use your PC while it's gone.
