PC upgrade help

Hi guys. Been asked by a freind to upgrade his pc as cheaply as possible!

He got hdd, DVD, psu etc so I spec'd him a mobo, CPU, ram.

He wants to be able to surf the net, basic photo editing and skype with 2 way video calling.

Mobo Asus p5qpl-am
CPU E5300
ram 4gb cheap ocuk stuff
Artic cooling freezer 7 pro

cost about £130 + vat

would this do 2 way video skype?
Any other ideas? Recommendations?
This will give him some upgrade route from his pentiun 4 and mobo without even a agp slot!

Would be rude not too clock it!
Should a p4 be able to do 2 way skype video?
Did wonder if a pci grafics card would be enough as at the moment he can only see them but not hear them, and they hear him but not see hin, or it's the other way round!
Best pci card I found was a 256mb fx6500
