Try taking all the components out of the case and booting up on an open test bench.
You tried removing the battery for a minute and putting it back in?
Might be wrong but if you have more than 1 ssd/hd, maybe try removing all of them apart from the one that will have Windows installed on it. I might not be right but it seems like a drive boot issue to me.
Funny the only thing I changed was a SSD but I've tried with and without and just the original one but no avail.
How old was the blister pack of batteries?I've updated bios and changed cmos battery.
