PC wont boot after over clock urgent help

my motherboard is a z97 d3h gigabyte with i54670k

I changed the voltage lower and now i cant boot

any help ? all fans are spinning up on my cooler and gpu so there is power in there somewhere

going to keep it more sensible set at 4.1 and left to run prime 95 stress test for a while

what temp do I need to stop the cpu from being at ?

when setting my volts is it ok to push to 1.3 ? it's looking like I need to do this to get over 4.1 ghz

UPDATE

I have got it at 4.3 with the voltage at 1.3 I left for an hour and ran prime 95 with no errors temp was 85
