PC won't boot unless CMOS cleared

I've put a PC together for one of my mates and having a slight issue with it. Bascially, when you switch it on, nothing comes up on the monitor and no HDD lights come on, on the case. The green light on the motherboard come on and all the fans start up but it doesn't want to boot.

If I clear the CMOS, it boots up and runs fine. I can restart the PC and it'll boot without any problems. If I shut it down though, the CMOS needs to be cleared before it will boot again.

I posted this here because I'm guessing it's a motherboard problem but I could be wrong, I'm not an expert with hardware problems.

The specs of the machine are as follows..

Abit KN9 mobo
AMD Athlon 64 X2 Dual Core 3800+
1GB GEIL DDR2 RAM
nVidia 7300 LE gfx card
OCZ 500W PSU
MAXTOR 160GB HDD
and it's running XP Home.

Anyone got any ideas about how to resolve this?
