PC Won't Boot Windows (Making Odd Noises)

Having some trouble with a PC I built just after Christmas. It was working fine for weeks, but now it won't boot Windows XP and it is making strange noises during POST. It is sort of a quick beep, followed by a click. This pattern starts as soon as the POST screen appears and repeats until the machine is turned off.

I can enter the BIOS and it appears to recognise all the components, but as soon as Windows XP attempts to boot the screen goes weird for a second and then the machine reboots, even if I only try to go into safe mode.

All of the fans (PSU, CPU, two case fans and the graphics card fan) are all on and the lights on my Corsair Pro memory are lighting up correctly.

I can only assume that it is the graphics card (although the BIOS and POST screen displays fine) but I don't have another PCI-E card to test it with. Anyone experienced something similar and might have a clue as to what is wrong?

2GB Corsair 3500PRO
Hiper 580W Modular PSU
