PC Wont Boot

Hi, recently made new pc, i connected everything up and when i plug psu in and press the power switch on it it makes a high pitched ringing and nothing boots up when i press the power button. There is a wire missing from the 20pin connector.. is this normal? Why would it not be booting?

ok tried different PSU, the antec smart power only has 19 pins going to the ATM power, this must be whats wrong? Ill get a replacement.
