i turn it on, the fans spin for a second then it goes dead

if my cpu was dead, it wouldn't stop the fans would it, as in it would still power up etc, just no post screen i presume ?
 
Umm ... if the p4 4pin or 24 pin motherboard lead has gone the CPU wouldn't get any power?

But the fans and other components would still get power through the main 12v rails ...

I'd still try swaping the PSU just to make sure?

To be honest those symptoms could be caused by any component failing :( i.e. CPU, PSU, GPU etc

I'd try the most common tho which is swapping the PSU and booting with a single stick of ram to make sure its not either of those.
 
sounds like the problem i had few days ago. you should connect both important plugs from psu to motherboard. check that you haven't missed this
 
Had the same symptoms myself a few months back and it turned out to be a dead cpu (had been overclocked for a few years) :( RIP opty 165

As said though it could be a number of other components. Just try swapping things out to narrow it down.
