PC wont boot :(

Hi everyone
I have never used this forum before so I am a bit unsure of thing, but it looks helpful here lol.
Ok I have a problem with my PC, a few months back I got myself a water cooling system and since then I have not been able to boot the system. It worked for about a week after installing the new cooling then was unable to boot at all. I tried my best to test every part of the computer and put the problem down the motherboard, I replaced it recently with a Biostar T Power I45 and I still have the same problem. However with the new mobo I have more information, obviously I know the problem was not the mobo, and now I can see that it is locking up at random points during the post procedure, I am now thinking it may be the CPU but before spending about £200 on a new piece of kit I want to be sure this time.

well i have a small 2 digit display on my mobo now which tells me which stage of the post is being done and it seems to get stuck at a different stage every time i try to boot. it goes through the same sequence every time and just stops in a different place every time.
another thing is that i tried an old Pentium D and the PC would not even post, it just displayed FF on the screen thing.
 
i have been overclocking but nothing extreme, it wasnt alive long enough for that :(
i never changed voltages that i can remember, mostly everything was set to automatic. i only changed the fsb etc. and yes when i put the Pentium D in to test it i didn't touch the rest of the system, i could try jumping the bois couldn't i.
and i did experiment with the RAM and nothing worked.
and just to let you know, i did manage to install vista on the PC with the new mobo, but once i tried to reboot it failed on me again.
 
if it actually manages to post then it will boot into windows perfectly, but it seems to be booting less and less, it hasn't managed a full boot for a few days now.
sometimes it will beep, but by the look of the post display it cant even get far enough to beep.

E6750
Biostar T Power i45
8800GT
160GB Seagate
2x 17" monitors

only the cpu is water cooled and the previous mobo was an ASUS P5K Premium WIFI-AP
 
lol yes the first thing i did was formatting it. i know more than that
and yes mark i have tried taking out the cooling system.
anyone still thinking its the CPU?
 
cold boot problems? does that happen? it could be that.
i am guessing the psu would cause this? is there any way to test for it?
the psu is a Trust 570W i can check for a model number when i get home if its needed
