PC wont boot

hey guys,

My wife's PC wont boot. had a text from her this afternoon saying that it would not turn on
after getting home and trying myself pulling the power cable and such.
the fans kick in at a very low RPM, sys fan 1/2 and the cpu fan

any ideas?
 
nope nothing no beeps not even hard drive activity no power led just the fans spin silently
they come on as soon as the psu is turned on from the back

power/reset buttons do nothing

nothing special spec wise
Core 2 Duo
gigabyte p31 mobo
1gb ddr2
250gb sata hdd
dvd burner
ati 4650
tagan 400w psu

have reset cmos

Not something I've seen before, but it sounds to me like a PSU problem.

Might be worth swapping it for another one to see if that makes a difference.
 
Could be a PSU issue, I'm not sure if Tagan is a reputable PSU brand; but then again, why would the fans be spinning if the PSU's not working?

unplugged power cable and the usb's ethernet and sound. put pc on my lap plugged the power back in......no fans spinning pressed power button and it kicked straight in W...T...F...
