PC won't boot

Hi

Just after some advice if anyone can please help.

System built around 3 months ago, no issues until a couple of days ago. CPU max temp has been 70c, GPU memory max temp 76c. No blue screens or forced shut downs. Running stock EXPO memory timings, CPU stock settings, no curve optimiser but auto PBO was enabled. Max frquency has been 5050Mhz. I haven't recently updated BIOS or made any changes since built.

The only issue I've had is with the fan controller - GameMax V4 ARGB PWM 9-Port Black Fan Hub. The other day none of the fans would spin up on startup but they all lit up fine. I switched the PC off immediately and reseated the SATA power connecter (it was seated fine already). Powered back on and everything came to life. There are 6 argb case fans - cheap one's from Powercool - Breeze 120mm. Plus the Corsair RS AIO 360mm, all of these were connected to the controller. The cable from the controller was connected to the PSU fan header on the mobo, as recommended in their instructions. Pump fan has always been in the mobo header.

Today it did the same thing, so I removed it and connected all the fans and argb to the mobo headers and removed it from the case. AIO fans in CPUFAN1, case fans split up into 3 of the system fan headers.
Now the PC won't boot. I removed and disconnected all cables and components from the case and reseated, but to no avail.

The PC starts, all the fans light up and they spin, including GPU fans. The debug lights; red goes off, it fails with the orange and white lit for a split second then shuts off. Also pressing the power button there is now a second of delay, didn't used to be any delay.

What I've tried;
Removed GPU and attempted to boot from iGPU, using both HDMI and DP. Attached monitor to laptop to rule that out, monitor and cable work fine
1 stick of RAM only, tried every slot with 1 stick at a time but no help
Disconnected all fans and argb cables, except CPU fans
Removed CMOS battery, and replaced
Keyboard and mouse connects fine to laptop, using those right now
I don't have spare RAM, PSU, mobo or SSD to try

The mobo and PSU were bought secondhand. Everything else was brand new.
But I'm unsure how I can eliminate any component without having the means to test alternatives. My only concern is the mobo and PSU due to being secondhand.

Does anyone have any experience with an issue like mine?
