PC wont post ... States Fan error

I have just built a new water-cooled system. On start-up I get this error.
CPU Fan Error detected. Ensure that the CPU Fan is installed on the CPU_Fan header or just/disable the fan speed Low Speed Limit ottion in the UEFI BIOS"

This is an Asus x299 sage board in a Phanteks 719 case.

At first I thought it was because I attached the Phaneks Fan Hub the the CPU_Fan header, but even when I removed it (see last image) the problem is still there.

Where/How do I go in the settings to fix this this error?

Your mobo is freaking out because it think u don't have cpu fan.
There should be an option in bios to disable this warning. I don't know were tho.

F7 advanced mode?
 
There is no tach signal reaching the BIOS. This is the fault of the phanteks unit. Have you plugged a fan in to FAN1? Usually pumps have a tach output. If all else fails I would just disable the low speed alarm as the message suggests. temporarily you could just plug in any four pin fan to the CPU socket to get everything working until you find a solution.
