PC Won't shut down

Got a work colleagues PC here, Duron 950, 512 meg of ram, Windows XP home and when you tell it o turn off it doesn't do it automatically, just wondering if anyone knows of a fix so I can sort this out ?? very annoying as I really don't want to do a new install of Windows if I can help it as her daughter has got a lot of school work on there. I've been promising to sort this machine out for them for the last few motnhs, I'm a bit annoyed with myself really for leaving them with a PC thats not 100% (to be fair the last time I fixed it it was working perfectly and they installed something on it and it hasn't been right again since)

Any idea ?? I know this is a common issue with XP.
 
Yeah sorry should have said, but basically, Start > Turn Off COmputer > Turnoff

I get "It is now safe to run off you computer" Message

Looked in power options, there is no option to turn on Advanced Power Management. I've got hold of a registry fix for it but that doesn't work either.
