PC wont shut down.

I built my first PC last week, whilst everything works it refuses to shut down properly.

I can press the power switch and it just hibernates/sleeps.

Or I can click start and shutdown and it just hibernates/sleeps.

In order to shut it down properly I have to hold the power button; but then when I start the PC it says my PC wasn't shut down properly and recommends to boot in safe mode.

I have Windows 7 Home Premium SP1.

Is there anything I can do in Windows for shutdown to work, or have I connected a wire incorrectly?

Go to advanced settings, scroll down to and click "Power buttons and lid". Click power button action and click "shut down" in the drop down box.
 
Right click on task bar > Properties > Start Menu Tab > Power Button Action > set to Shut Down.
If it's not set to that already.
