PC Won't shutdown

I am desperate for some help - i have just built a new machine built on Win XP Pro - when I shutdown the system it automatically restarts.

I have tried changing the advanced power management, but cant find it in the control panel.

Any help will really be appreciated.

I've been helping out over the phone regarding this problem. I've had Phil a) update the BIOS of his board (DFI RDX200 he got when it was £30 on OCUK). I've also had him change the memory around in all different combinations, I've had him change a number of BIOS settings including memory timings and 'Wake on' settings.

BTW, his problem isn't just the PC refusing to shut down. It also sometimes doesn't even start up (everything springs into life, but monitor remains in standby) and it sometimes hangs on the Silicon Image BIOS screen when booting.
 
I don't think I'd trust it personally, it could be some underlying issue but the problem here might be finding another suitable socket 939 motherboard so if you think you can live with the frustrations it is up to you. Have you tried a different PSU? It could also be a dodgy hard drive, one of mine would occasionally hang the PC and then mean it wouldn't even work with a soft reset. :)
