PC won't start up correctly.

I bought some new components for my PC (mobo, RAM, CPU, case) and after assembling all the parts the PC will not start up. It won't send any signal out through the GPU HDMI port or the mobo one.

After the power button is pressed, the PC will turn on for a few seconds (5-10), then restart itself and stay on for a shorter amount of time (maybe 2-3 seconds) before restarting again. It loops like that. No BIOS screen shows or anything.

I tried the usual, making sure all of the power cables are connected securely, trying to power up without the GPU installed and also tried each RAM slot to no avail.

I've never seen this before, do you guys have any ideas? Thanks.

i5 8600k w/Corsair H100i cooler
Corsair ddr4 RAM (2x8GB)
Gigabyte 8360m DS3H motherboard
Corsair CX650 PSU
 
Cpu in the right way. Tired one stick of ram in second slot ( empty , populated , empty , empty )
Pull CMOS battery for 10 mins and out back in
Also try Mobo on the Mobo box with everything plugged in bar GPU
 
Thanks for the replies, going to attempt those recommendations now.

No speaker as far as I'm aware. Not getting any noise out of the motherboard. I've checked the box and it appears that the motherboard didn't come with a speaker unfortunately.
 
You can get a speaker with a motherboard header for £1 at most computer places - it'll bleep a POST error code you can google.

A more expensive option is a pci-e card that displays a POST error code on a lcd screen - same difference.
