PC wont start up!

Hey guys I have just upgraded my motherboard, and cpu for a nice cheap price. i have put it all together booted its up and found the message "error recognising OS" ok then I decided to put in the windows xp home edition cd formatted my hard drive and when I rebooted it got stuck on this and wont do anything. Not even load into the setup or boot.

Have you got any advice? Because I have never encountered this.

Unlplug all but one Hard Disk and One CDROm and then try again (try to only have one on each controller). Make sure the power cables ar plugged in properly and if you are using splitters that they are connected well and working.
