PC won't turn on after power surge despite being on an APC UPS

A few days ago we had a power surge on the downstairs sockets circuit, it later transpired that the fuse for the inbuilt microwave had blown, thus pointing to a potential issue with the microwave (which with a new fuse is fine).

However soon after I realised that my home server had not come back online, and after repeated attempts will not turn back on (no response from the power switch, no illuminated ethernet port with power connected, suspected PSU failure, minimum).

What's annoying though, is that the machine was sitting on the surge protected master socket of an APC BE550G-UK 330 Watt Uninterrupted Power Supply (UPS).

So my question is two-fold:
1. Is it more likely to have been a faulty microwave which sent a surge down the line and damaged the PC, or will it have been the PC at fault that's sent a surge down the line and blown the microwave's fuse?
2. In either case, am I covered by APC's warranty and if so, is it relatively painless to get them to reimburse me for costs incurred?

In the meantime, I've ordered a replacement PSU, but will have a few fearful days of downtime where I contemplate how many parts may or may not have failed...

Was the server set to shut down on a power outage when running on the UPS or was it supposed to keep running? (I would assume shut down or it wouldn't much good if it cuts out when no one is in)

When a PSU has a fault, the turning on event has a higher chance of failure than low power idle usage, it doesn't have to have had a power spike to cause it.

Given the server was probably a 24/7 operation it may have failed at any hard restart. As most restarts are unintentional it just makes it look like the power outage causes the problem.
 
UPDATE: After replacing the PSU, the system booted up fine (thank god). I submitted a claim with APC, and after 2 weeks of no contact called them to discover they'd recorded my email wrong!

After talking with them though, it seems they're trying to get out of it by claiming that the fact my Ethernet cable is not surge protected could have caused the issue! Given however that the ethernet port remains operational whilst the PSU did not, I'm assuming I'm right in thinking that the surge must have hit the PSU first, right?
