Pc wont turn on after stability checks?

Using e8400 3.0ghz
OCZ 4GB (2x2GB) PC2-6400C5 800MHz SLI-Ready Edition Low Latency Dual Channel DDR2 (OCZ2N800SR4GK)
Asus p5q PRO

So i have a weird error, i set settings in the bios and get the clock to any value 3.2/3.4 and do stability checks, when i go to restart the pc i have to turn OFF the power supply, wait for motherboard LED to go out and then turn back on else there is no display when i try to boot up, when i do this i have to re do all the settings

any ideas?

Presumably because your settings are wrong and it wont POST with them. Better than it turning on and blowing up

what are the volts for the cpu and ram?
