Been looking at that board and if you have a ryzen 5 1600/x that cpu is supported from version 0406 which is what the board would have shipped with, if you have a ryzen 5 1600AF version you need bios version 5204, the 3700x would need bios version 4801 and finally for the 5800x3d to work you need bios version 6042
the latest bios version for your motherboard is 6203, this should allow all above cpu's to work. before any of this though, there are things to try to see if the pc will show a picture.
i would start by building the pc but have no drives attached and see if you get a picture, use the older card (gtx 1060) for better compatibility and see what happens, you could try a cmos reset and if that dont work locate the cmos battery and take it out, 10-15mins should be enough and then put it back in and try again.
another trick is to use 1 dimm instead of 2 just to see if it will trick the pc into life.
check your moniter cable too and if you can use another display just in case anything is causing problems.
