pci 3.0 card in a pci 2.0 slot

I assume you mean PCI-E.
It depends how much of the bandwidth the PCI-E 3.0 card uses but It's likely to be minimal in a x16 slot.
The loss from using a x8 PCI-E 2.0 slot now (half the bandwidth of x16) is only a couple of percent so the loss from using a PCI-E 3.0 card in a x16 PCI-E 2.0 slot (half the bandwidth of PCI-E 3.0 x16) shouldn't, in theory, be much different.
