My GTX 1060 is no longer working and I don't have the budget to upgrade to PCI express 4 setup. I'm stuck with a PCI express 3 motherboard so the only suitable graphics card is a GTX 1660 super.

My elderly decent brand 600w PSU has dual 6 pin Pci-E power connectors (x2 6 pin connectors on the same cable). Would it be safe to use a Dual Female 6 pin PCIe Cable to Single Male 8 pin PCIe adopter.
The GTX 1660 is rated at 130W my current GTX 1060 is rated at 120W. When I originally built my PC it had a 210W dual 6 pin GTX 560ti

That's good to know about pci-4 being backwards compatible as that opens up my options. A RTX 2060 is a considerable improvement over a GTX 1660 super and it's the same price in my country.
Any card will work in your system including all the pci-e4 cards

I would add that I am completely bottlenecked by an ancient CPU and motherboard, but when I finally upgrade the card will be fine for my needs

To answer your original question, yes, you can get a dual 6 pin to 8 pin adapter, they work fine. 6 pin is rated to handle up to 75W while 8 pin is up to 150W, although decent PSUs with good quality cables can go over that.

I'm going to replace my PSU as it's about 14 years and have ordered a GTX 2060 as the DLSS feature could be handy. If my PSU was newer I would have gone with the adaptor option.

I ran with adapters without issue back in the day. In fact at one point I was using two molex to 6-pin adapters with 6-pin to 8-pin adapter plugged into that. So my 8-pin adapter was actually being sourced from 4x molex connectors.

It's not recommended but it was at least 'functional'.
