PCI-E x1 card in x8 slot

Hi guys i want to plug my tv card in the bottom PCI-E x8 sloton my ASUS Rampage II is this possible? and if so is there a down side like the top running at a slower speed for example?

Works fine with no downside. I used to use a PCI-E x1 sound card in the second PCI-E x16 slot on my motherboard.

Your main gfx card will run a tad slower 5-10% absolute max.

Not on an x58 it wont.

I doubt you'd lose that much even if it did drop your GPU lane to 8x.
