Well 1Mhz extra is going to be well within tolerance so I can't see it affecting stability whatsoever, the thing is though a 16x PCI-E slot is never in a million years going to be saturated by current cards so it won't make a blind bit of difference to performance either.
I think the idea is that it allows a higher overclock on the graphics card, as it some how makes it more stable.
101MHz is/was for NVidia cards and ATi cards needed either 105 or 107 I can't remember which. I think the thread is on DFi-Street.com, but I can't get on there at the moment, the site might be down. I'm not sure if it still applies with the newer cards either.
It never did anything for me though, I was always able to get a monster 20MHz overclock on my GPU with or without the tweak, I guess I'm just lucky
