Not a question just posting some info for anyone else that's had this. It's 99.9% of the time either:
1. Faulty RAM
2. Faulty HDD
3. It's a PCI express motherboard and you only have a XP or XP service pack 1 install CD. PCI express requires service pack 2.
I've been asked about this many times at work, if you want to install XP on the computer you're best updating your XP install CD to include SP2. You can slipstream it by following the steps on this site:
