as Rusty says, you will be fine, PCIe 2 and 3 are compatible with each other in every way
PCIe 3 has a bigger bandwidth, but this only comes in to play if you have multiple graphics cards (3 or more usually), with 1 or 2 it makes the tiniest of differences to frame rate in games, not anything worth worrying about

depends on circumstance... I can tell you that at 7680x1440 with 3 Titans, PCIe 3 makes quite a big difference
