PCIe priorities

I am in building a high end PC with fastest available SSD and powerful Graphics Card.
That is, Intel 905p & RTX2080ti.
Can you give me a tip onto which to put in 1st slot and which 2nd?
I work in a Video Editing business...

The gpu normally goes into the top pci-e 16x slot. Why a 905p and not a Samsung 970 Evo Polaris (or the Pro) which appears to be faster? If you go for the Intel drive which uses a pci-e slot you need to have a read of your motherboard manual to see which pci-e slot you can put it in that a) lets you run it at full speed, and b) doesn't drop the slot that the gpu is in down to 8x. That would normally rule out the second pci-e slot but like I said, you need to read your motherboards manual. If you were to go with a M2 drive such as the Samsung I mentioned your board may have 1 or more M2 slots. Again, check your manual as 1 of them may be a primary slot. This is not the case with all motherboards though and some you can place a M2 drive in any of the slots.
 
My motherboard is Gigabyte Z390 AORUS XTREME,
the only one with 10G connectivity.
My concern is if that embedded 10G eats PCIe lanes or not.
I also think the fastest available SSD (would it be Intel Optane 905p or Samsung 970 Pro) can't saturate a PCIx4 slot, so even the 3rd slot would be enough, no?
