PCN - Informal challenge made after 2 days, can I still pay reduced rate if challenge fails?

Anyone know if the reduced rate still applies if the challenge was submitted within the 14 days?

I have had no reply yet and think the council will leave it till after the 14 days to reply.

Whilst the TMA does not make the following requirements, if your challenge is received within 14 days of the issue date of the PCN, we will hold the case at the discounted amount (for one occasion only) until we have considered your comments and have sent you a reply. If we accept your challenge we will cancel your PCN and inform you in writing. If we reject your challenge we will inform you in writing and re-offer a 14 day period in which a discounted payment would be accepted as full and final payment to close the case. Your options for further contesting the PCN will be outlined in the rejection letter.

Edit: Although that was from London borough's website, I assume all councils are the same but on the safe side, google your council's website.
 
Yes.

I recently appealed (and won) a PCN, and each stage it took them bloody ages to respond, just a heads up. I got the ticket in December 2011 and it finally got cancelled in May/June 2012.

Indeed.

My council make no mention, but I noticed others do.

Did not know if it was a blanket "rule" or council specific?
