PDF compressor

I think it's unlikely you'll get that level of compression, but worth a try.

I have some PDFs in a Zip file created with Winzip, and get between 2% and 20% compression. The content of the files dictates how compressible it is. For example mp3s and jpgs will not compress much as they are a compressed data format anyway. Txt and bmp files on the other hand usually compress considerably.
 
Open it in Acrobat (you can download a free trial) then try lowering the resolution of the images in the file.
 
Give PDFCreator a go. It should go by the visible information in the document, and not the full-size images/etc. Yes, I know it is already a PDF, but try printing it to a new document. Most 30+ page docs I have chock full of images are less than 2MB.
