PDF Files

I have a work form that I need to fill in but it is in PDF format. What I'm after is some sort of tool to insert text boxes like in Word or Publisher. Is there any software that does this? Or lets me open it in Word?

I've searched Google but all I can get is software that just lets you view it basically.

Any help would be appreciated.
