I plan to edit , also i have a large collection of PDF magazine to read . Is it possible to edit to better quality as some are blurry

Editing costs a lot of money.
At work (NHS) we used to use Adobe Professional but last year bought 8 copies of Nitro PDF Pro which is excellent and a lot cheaper.
