Peeling Drywall Tape

My ceiling has a hair line crack all along, roughly one 1.5" away from the edge where it meets the wall. Its started bubbling/fraying slightly so I pulled some away. After some quick googling it seems to be drywall tape that has come loose.
Whats the best way round this? Peel off all the old tape and reapply new tape? I'm just about to paint the whole room, but worried about this as I am rubbish at DIY.
 
Thanks for the reply. I'll go to B&Q later and buy some tape. Is there any particular brand of jointing compound I should buy?
 
I would get the fibre glass tape rather than the paper tape, but each to their own.

I think it was fibreglass tape previously, judging by the look of it (sparkly finish to it). Why is the fibreglass tape better?

Does this tape even serve any purpose?
 
Thanks guys. Is this an easy job to do? I am rubbish at DIY but I don't want to pay someone unless 100% necessary.

Bearing in mind I so useless that I managed to mess up the simple job of sanding down polyfilla.
