Penalty Charge Notice (Charge Certificate)

Has anybody received one these explaining the "Charge Certificate" was issued because payment of the penalty charge (in respect of a bus lane contravention) had not been received? I am now required to pay an increased penalty charge.
I didn't receive notification of a penalty charge and the only reason the charge certificate lists a bus lane contravention is because a diversion due to some road works being done, sent me in the direction of a bus/gate lane.

Ive sent the council an email informing them I hadn't received a penalty charge notce but they don't appear to be too keen on replying. Not receiving the penalty charge notice essentially left me without the chance to either plead guilty to the contravention and pay the fine at a cheaper rate or, challenge it.
