Pentium 4 D Processor Help

Hey guys,
Querying this for a friend!
His dual-core pentium 4 D 950 processor does not appear to be running properly at all! With a 3DMark 06 CPU score of a lowly 630 which should indeed be a lot higher.

Also in games, like BFME2 for example it stutters on all settings (he has an x1900xtx btw) so poor performance is definately noticable.

Its an Asus mobo except I cant remember the name of it. I have tried updating to the latest bios for the mobo but to no avail.

So really at a wits end here as we tried to install the hotfix for dual core processors on XP Service Pack 2, but still nothing. :(

Any ideas or drivers/patches etc that could help this problem?

Basic Spec

P4D 950 3.4ghz
2gig Corsair DDR Ram
x1900xtx 512mb
Asus mobo...unfortunately not sure the name

It seems for definate a problem with the cpu and or mobo though! As obviously his GFX card is underperforming too, the total being 36xx 3dmarks in 06 and my pc with a 7600gt performs near enough to that :D lol!

I have run out of ideas but I take it there isnt any other drivers etc I hsould look out for the cpu?
 
Are you sure all drivers are installed, including motherboard/chipset etc, how did he install them, was it a fresh install?

What is the PSU?
 
Was a fresh install as I did that for him, installed all drivers and updated the bios on the motherboard.

It was actually a pc bought from an online company which I obviously cant say where tbh but they gave no information on what type of PSU he would be given but he got a 500w "super silent" power supply, now lets be honest that doesnt sound promising!

I have managed to get a hold of his full specs now:

intel pentium D 945 (2 x 3.4 GHz) 800MHz x 2MB cache(my correction wasnt a 950)
ASUS P5VD2-MX/ P5V-VM DH
250 GB Hard Disk
512 MB Radeon X1900XTX PCI Express
2048MB corsair DDR2-533 PC4200
