Per User Terminal Services Licensing

Just a quickie:

Company would like 20 TS licenses at a site.
If one of the assigned TS users leaves the company, do we have to buy another license, or can we redeploy that same license?

You should be able to deploy the same CAL, I would delete or disable the user that has left.

We only ever use device cals, which we just reassign, so I would assume the said could be the same for user CALs

You may reassign a TS CAL from one device to another device, or from one user to another user, provided the reassignment is made either (a) permanently away from the one device or user or (b) temporarily to accommodate the use of the TS CAL either by a loaner device, while a permanent device is out of service, or by a temporary worker, while a regular employee is absent.
