8gb 1866mhz ram 32gb 3600+ mhz ram

Looking to upgrade the CPU to a 5800x, then upgrade the graphics to a 6800xt when they are more readily available. question is, realistically how much improvement will I see just from a CPU upgrade? I thought at least 30%. I think im CPU bound to some extent because the 4690k is only a quad core.
The titles my system seems to struggle with these days are RDR2 (noticeable slowdowns in Saint Denis), Rise of the Tomb Raider (certain sections) and the Witcher 3 (Frame drops in Novigrad).
