Performance terrible after installing new gfx card

So I just installed a new gfx card (1660Ti>5060) and Steam is taking forever to log in, and when (if) it does games are running so slow they are unplayable.

I've installed the latest nvidia driver, and I've also ran my system specs through multiple PSU calculators to check that's not the issue.

Any idea's?
Only thing I can think at this point is maybe re-install windows?

A graphics card shouldn't really impact Steam, it sounds like something else is wrong.

Did you put everything back exactly as before?

Can you load hwinfo's sensor tab (or even just task manager) to check what's going on?

Did you have to remove any cables to access the graphics card? For example: CPU fan.

If you can access the event viewer, I'd check that as well.

What is the motherboard?
 
As above and also update your bios, motherboard chipset drivers. Check windows update to make sure there are no stuck updates. Check task manager to see if there are any processes that are using loads of cpu cycles. As Tetris has said really need to know the full spec of your machine to help further.
