For “legal reasons” our business needs to have a computer setup in an office 20 miles away but for practical reasons I’d rather have the staff member not on site. Now the simple
Solution for me is just use anydesk. But I’m not convinced that’s the best solution available.

Can someone advise a network newbie the best way to have remote access to a machine whilst doing so remotely. Ideally perfect 1/1 desktop replication would be good both offices are running fibre connections and all the headless machine needs is a windows install and chrome but must be physically located in Office A

Personally I'd be looking at a site to site vpn with fixed IP's and restrictions to access from no other IP addresses for security reasons.... done at the router hardware level ideally with extra limitations on what can/can't be done at the off site. It seems like your requirements might need some extra 'security' if 'legal reasons' are being mentioned so restricting access to your office IP address (+ home address if needed/backup access) is a 'quick and easy' way to limit access to the offsite hardware.

Then it's just remote desktop from site A to site B because if set up correctly the off site pc should appear on your on site network as if it's part of your network.

You might need to ask the network guys on the best way to do it all though, I know the theory but have never actually had a need to do it.
