Permissions over a Workgroup, not a domain

I am trying to figure out file and folder permissions over a workgroup.

I have disabled simple file sharing and have attempted to add users to the drive I am sharing at home over my network, and all the machines are in the workgroup.

Although It will only let me search for objects on "the pc" that I am trying to share. It won't let me search for PC's in my workgroup.

Is there a way ?

I for example want to add the PC in the workshop to have full control, and my brother not to even be able to access the folder in question.

Remembering these are completely different machines, all set up in workgroup.

As there is no central store of objects (ala Active Directory), you can't add access to a pc as you suggest.

You can add the username/password combination from the workshop PC as a new user on your PC. This usually works.
