pfSense x2 routing between them

Hello

I've got 2 ISPs and 2x mini NUC style mini pcs with dual NICs.
one ISP per box
box 1 - 192.168.1.1 (dhcp server)
box 2 - 192.168.1.2 static ip

they share 8 VLANs and the two broadbands service the vlans and lan via this "split manual policy based routing"

It works fine but i do have issue in that if for some reason box one powers down/is unavailable - then box two still works but I cant admin it (well not without getting on one of the vlans which cant be a pain.)

whats the best way to fix this?

dual wan and PBR will not really be Ideal as network is capped at GB and the combined speed of the two ISPs are about 1500 give or take.

I've tried changing the .2 address to another subnet but I cant reach the GUI... I can ping it but cant reach the gui...

I tried to move the lan subnet to another vlan and replace the LAN with something else and that didnt work either... not sure where I am going wrong

static routes only point WAN unless im missing something?

Any advice for a broken man lol?
