Phantom language in Windows 10 language bar

Driving me a little loopy this one is. Fresh Windows 10 installation, fully updated to 1909. English UK langauge/keyboard set and "copied" to current user/welcome screen/new user accounts.

For some reason the language bar appears and I get the option for "English (United States)" and "US keyboard" even though neither of these are installed.

Help!

Open powershell and use the following two lines, it should sort it.

$1 = New-WinUserLanguageList en-GB

Set-WinUserLanguageList $1

Negative. No change. Rebooted for good measure too.

Bumping in the hopes someone has an answer for me. I know it's just cosmetic but it bugs me
