Phantom overclocking on EX58-UD5

I bought the system here: http://www.overclockers.co.uk/showproduct.php?prodid=FS-065-OE with an antec 902 case and a gtx 295.
The bios reports a cpu frequency of 3.80GHz, and this is displayed as soon as I boot up too, (I disabled the splash screen)

However whenever I boot into an operating system the cpu is reported as being 2.67GHz, the motherboard is not raising the base clock (BCLK) to 190, it is keeping it at 133.
The voltages are as they were when I received the system, as are the memory timings. I have not altered the bios settings other than disabling the splash image, as updating the bios. when I updated the bios I restored all settings to what they were when I received the system.

Why is either:
The bios and boot sequence reporting an incorrect core clock,
or more likely
the motherboard isn't applying the requested base clock.

In the bios, changing the base clock is enabled.
This is not speedstep at work either, 2.67GHz is the highest that can be achieved, without using turboboost, which raises the cpufreq to 2.79GHz
