Which particular Phase Change unit are you thinking of??
Some use higher quality components than others and are hence quieter and handle higher loads. The problem with phase change essentially is condensation as the system cools to sub zero but if you insulate correctly you can use 24/7 no problem.
What RIG also are you cooling as a 3930K running prims or similar at 5.2ghz is too hot for most single stage phase coolers.
No matter what unit you get the compressor will sound like a mini fridge, even if it is a low noise one it will still make that fridge rumble sound from the compressor motor.
I have run a few different single stage phase change units over the years and eventually just got tired of the noise and am now settled with water cooling as the little pumps are so quiet!
For the cost of a phase change you can get a great watercooling setup and if you don't feel confident building it then you can get the guys at OCUK to do it for you?
The phase change unit will still have a fan on the coils, so noise level will be dependant on the dB levels of both coolers but with the phase change you will have the fan noise and the compressor motor noise.
How much space do you have? thought about a large external rad? I use a single d5 now with a 600mmx300mm ford sierra all copper radiator i got off ebay for £8 brand new and a tube res.
Keeps my 4.8 3930k idling at 25c and most it hits under gaming is 45c
