Phenom 965 BE running EXTREMELY hot

I built my dads computer not so long ago and ive noticed his temps are running stupidly hot. He has the arctic freezer 7 pro rev.2 i ran OCCT for about a minute and it instantly hit 70c so i stopped it.

his specs are

Asus M4A88T-V EVO/USB3 880G
AMD Phenom II X4 965 Black Edition 3.4GHz
XFX HD 6870 1GB
Coolermaster GX 750W
Samsung HD103SJ Spinpoint F3 1TB
Corsair 4GB DDR3 1600MHz/PC3-12800 XMS3
Coolermaster HAF X Case.

Any help would be awesome !
 
If their was a plastic film on the bottom of the cooler did you remove it? Is the fan connected and working inc case fans? Did you use TIM? Simple Qs but worth checking first.
 
Case ventilation, airflow? Fans?
Has the processor been overclocked?
Vcore try lowering it.
 
Theres no plastic film on the bootom. I've removed the cpu heatsink applied artic silver. all fans in case are spinning. Whats TIM ?. All voltages are stock. never OC'd
 
Maybe your volts/overclock is too high, so the cpu/heat sink is struggling to control temps.

I had similar issue with my cpu at 3.8Ghz. At 3.7Ghz temps and volts are controllable, at 3.8Ghz things where very volatile.

Thermal Interface Material, eg the arctic silver you used. Does it still shoot up to 70 when you used occt now you've reseated it?

If you are using core temp try using hwmonitor instead as the on die temp sensors with phenom II are so inaccurate that AMD says to use the sensor on the motherboard behind the socket, this should be kept below 62.

TIM = Thermal interface material ;) eg Arctic Silver 5 like you said you used.

Is the fan for your CPU cooler plugged into a standard fan header or the CPU fan header?
 
Yeah temps are still stupidly hot. Im wondering if its a dodgey chip. Everything is plugged into the right sockets, checked the pins aswell. When i took the heatsink off there was a tiny tiny tiny scratch on top of the cpu from where the heatsink had a little lump. Could this have basically ****ed it over ? and if so there anyway of claiming a refund or something.
 
yeah i know its not a great cpu cooler. But after reading the reviews i thought it would at least keeps temps down under 70c+ underload :S
