phone caller display

hi,
not very sure where to post this. My mums phone caller display keeping saying "phone in use" even when the phone is not is use. Any idea's?

I have check the phone and they are on the hook ok.

We have BT broadband

Any idea's?

possibly a dodgy filter? or dodgy internal wiring?

does your broadband drop out at all?
