phone line static/noise

recently got o2 broadband at home, and weve put a two filters on the two downstairs phones, but we still get a huge amount of static on the phoneline, meaning we have to switch of the router to make phone calls or hear the person on the other line.

whats the solution?
 
we've only got 2 filters plugged in at the moment, both in use downstairs, so the upstairs phone is connected to the bt line without a filter. is this the source of the problem then?

yeah, with the modem off the static is gone

Could well be. All devices need filters, that includes the router.
 
I get this on my line, this only has the single master socket, a filter plugged in and the phone and modem plugged into the filter. I've had BT in a few times to look at it but as when you disconnect the modem the noise disappears the phone line guy blames the router and the broadband guy blames the phone line. From what I know/overhead it's cause I getting reflections coming back up the line but have no idea how to get it fixed.
